Official definition
Specification of the debtor’s account or unique identification needed for reasons of regulatory requirements is insufficient or missing
What it means in practice
In a pacs.004 payment return, a return reason code explains why funds that were already settled are being sent back. It sits in TxInf/RtrRsnInf/Rsn/Cd, and bank statements (camt.053, camt.054) repeat it in RtrInf/Rsn/Cd.
The debtor's account or identification required by regulation is missing or insufficient. Regulations on payer information in transfers require it for most cross-border payments.
What to do
- Add the debtor account (IBAN or other identifier) or a unique identification, then send a new payment.
