Retired in the 2017 standards release: no longer sent on the Swift network.
The MT644 was a syndicated loan message that set out the interest rate, and where relevant the exchange rate, for the next interest period of a facility. Swift removed it, together with the MT643, MT646 and MT649, in the Standards MT Release 2017.
